Post: GIS Officer 

Responsible to: Head of IT, Data and Estates 

Responsible for: No direct reports 

Job Purpose: 

 

To lead and develop the Authority’s GIS capability, ensuring corporate spatial data and mapping services are well governed, secure, and easy to use across the organisation. 

To deliver high-quality mapping, spatial analysis, data management, user support and systems development that enable evidence based decisions and support the Authority’s statutory functions and wider work. 

 

Key Result Areas: 

 

Corporate GIS Management 

  • Manage and continuously improve the Authority’s corporate GIS platform, ensuring spatial data is accurate, secure, well-documented and accessible to the right people at the right time. 

  • Design and support end-to-end GIS workflows across desktop, web and field/mobile improving efficiency and data quality. 

  • Ensure compliance with licensing, data governance, metadata standards, and accessibility requirements. 

  •  

Spatial Analysis & Service Delivery 

  • Provide spatial analysis and mapping that answers business questions, supports service delivery, and clearly communicates findings to technical and nontechnical audiences. 

  • Develop and maintain web maps, apps and dashboards  to improve efficiency and access to spatial information. 

  • Support open data publication where appropriate, ensuring datasets are well described, appropriately licensed, and released in usable formats. 

  • Provide analysis, data and visualisations to support evidence-based decision-making across the Authority. 

 

Technical Support & Capability Development 

  • Provide expert GIS advice and technical support to staff. 

  • Deliver training, guidance and learning resources to build organisational GIS capability and confidence. 

  • Maintain standards, documentation and templates to ensure consistent delivery. 

  • Facilitate an internal GIS community, sharing good practice, promoting standards, and capturing user needs to drive continual improvement. 

  • As part of a team, provide occasional technical support for IT and data queries. 

 

Partnerships & Representation 

  • Act as the Authority’s principal contact with the Ordnance Survey ensuring compliance with the Public Sector Geospatial Agreement.  

  • Liaise with local authorities, government bodies, academic institutions, and other partners on GIS-related matters. 

  • Support academic partnerships and supervise GIS student placements where appropriate. 

  • Represent the Authority in relevant geospatial forums. 

 

Strategic Contribution 

  • Support continuous improvement in data governance, digital systems, and spatial service delivery. 

  • Promote innovation in geospatial technologies to enhance organisational efficiency and public benefit. 

  • Undertake other comparable duties as required by the Head of IT, Data and Estates or Director of Finance and Resources. 

 

NORTHUMBERLAND NATIONAL PARK 

 

Person Specification 

 

Essential: 

 

Knowledge 

  • Degree in GIS, Geomatics, Geography, Data Science, or equivalent professional experience. 

  • Strong understanding of GIS principles, spatial data management, and database systems. 

  • Knowledge of data governance and compliance requirements (including data protection). 

 

Skills 

  • Advanced proficiency in professional GIS software. 

  • Experience with spatial databases and data analysis. 

  • Ability to develop and maintain web-based mapping solutions. 

  • Strong analytical, problem-solving, and organisational skills. 

  • Ability to communicate technical information clearly to non-technical audiences. 

  • Ability to deliver training and support to staff. 

 

Experience 

  • Experience managing or supporting a corporate GIS system. 

  • Experience working with external partners. 

  • Experience in digitising, maintaining, and validating spatial datasets. 

 

Personal Qualities 

  • High level of accuracy and attention to detail. 

  • Proactive and innovative approach. 

  • Ability to work independently and as part of a team. 

  • Ability to work flexibly and travel to remote locations within the National Park. 

 

Desirable: 

  • Experience with cloud-based or enterprise GIS environments.
