| Main job purpose |
| To manage the Corporate GIS System (ArcGIS) at both Test Valley Borough Council and Winchester City Council as part of a shared IT Service.. To manage, support, and develop the Councils Corporate Geographic Information System and Idox Uniform Spatial database system, including liaison with the Ordnance Survey. To develop and maintain both Council’s web mapping applications and provide support and training for all users of Mapping, GIS and spatial data at both Councils. To act as LLPG Custodian for Winchester City Council To maintain the Corporate Address database - The Local Land and Property Gazetteer (LLPG) to BS7666 standard using the Council’s Gazetteer Management system (GMS) and ensure that the database is compliant with the National Land and Property Gazetteer (NLPG). To manage the administration of the Statutory Street Naming and Numbering function for Winchester City Council. |
| Main responsibilities and duties |
| Managing the workload of the GIS Support Team to provide technical support for all users of Graphical Information Systems, Idox Uniform Spatial data, Mapping and other spatial data in response to ‘Incidents’ and ‘Requests’ logged via the Service Desk and as part of operational IT support services SLA’s and planned projects. To plan, manage and execute installations, upgrades and maintenance for all GIS applications and spatial data provided to the authority. To take a lead technical support role for a portfolio of systems as specified by the Business Development Manager. To manage all GIS and spatial agreements, contracts and liaise with 3rd party suppliers as required for problem analysis, support and maintenance of key software applications. Train, motivate and develop the skills in the GIS Support Team and GIS / Spatial users in other departments to ensure data is created and maintained to a common high standard Keep under regular review the BS7666 standard and other national/local conventions, and making recommendations regarding their adoption. To provide consultancy to and take a lead in digital transformation through the use of GIS and FME to realise efficiencies, savings and enhance customer experience. To provide IT consultancy to the IT Management Team and to other business areas within both the Council’s through advice and guidance on GIS, mapping and Spatial technical issues, policy, and current good practice guidelines. To undertake any other duties and responsibilities, commensurate with the grade of post, properly directed by the line or operational manager. To ensure that service delivery complies with current regulations, accepted professional standards, the Council's policies and procedures and appropriate legislation. This includes legislation on equalities, health and safety and safeguarding children and vulnerable adults. |
